Putin Offers Iran Mediation as Washington Says the Blockade Works
Putin told Pezeshkian Russia is ready to help mediate the war, as Rubio and Bessent say the blockade works, Qatar says its channel advances and Peskov says no one asked on Yemen.

Vladimir Putin told Iranian President Masoud Pezeshkian on Wednesday that Russia “is also ready to play a role and provide assistance” in efforts to end the Middle East war, Iranian state media reported, as carried by AFP. The call came on Putin’s 74th birthday. The same day in Athens, Secretary of State Marco Rubio said Iran has “lost complete control” of the Strait of Hormuz, and Kremlin spokesman Dmitry Peskov said nobody had asked Moscow to mediate between the Houthis and Saudi Arabia.
Foreign Minister Sergey Lavrov made the same offer in Moscow on 24 March, according to Jordan’s Petra news agency. Arab News described the war as locked in a stalemate over Hormuz, which Iran has blockaded and the US has answered with a counter-blockade of Iranian ports.

The Iranian presidential press service said Pezeshkian wished the Russian government and people “success, progress and prosperity”, and that the two leaders stressed their intention to strengthen strategic cooperation. The mediation language came through IRNA, which reported that Putin referred to efforts by some countries to mediate and said Russia supports them.
Lavrov’s words in March were more direct: “We affirm Moscow’s readiness to play a mediating role between Tehran and the United States. Of course, Moscow is ready to join mediation efforts.”
In Athens, Rubio gave Washington’s view. The Times of Israel quoted him: “The Straits of Hormuz are open. There’s almost as much oil flowing out now as there was before this conflict began. So they’ve lost complete control of the straits.” He added that Iran “cannot have a nuclear weapon, simple, period, end of story.” A day earlier, Treasury Secretary Scott Bessent had written on X: “Iran has not loaded a single barrel of crude onto a vessel since August 25th, what is the oil minister managing?”
Tehran’s military disagreed. The National reported that Brigadier General Mohammad Reza Naqdi, an adviser to the Revolutionary Guards commander, said Iran has “full control” of the strait and that it stays closed until Iran’s “legitimate demands” are met. The Times of Israel reported that tanker attacks in the strait hit their highest level in the week of 28 September to 5 October, with at least 12 incidents recorded by maritime security sources.
The New Arab reported that Qatari officials said “mediation efforts between the US and Iran are gradually progressing ahead,” after Qatar’s emir received Iran’s interior minister in Doha.

Moscow’s line on Yemen
On Yemen, Peskov said that no one has approached Russia: “No, no one has approached the Russian Federation for mediation in this conflict.” The same day, Houthi military spokesman Yahya Saree claimed missile and drone attacks on King Khalid International Airport in Riyadh, Abha airport and military sites at Khamis Mushait, according to The New Arab. Saudi coalition spokesman Major General Turki al-Malki said a ballistic missile was intercepted north of Riyadh.

Turkey’s support for Riyadh
A report carried by The Star, citing Turkish and US officials, said Turkey is sending mainly defensive and technical support to Saudi Arabia under the Mecca Joint Defence Agreement that Turkey, Pakistan and Saudi Arabia signed in August. A Turkish official said the aid is “only in the form of military equipment, intelligence sharing, and weapons systems.” Foreign Minister Hakan Fidan said the sides had discussed what support to provide for Saudi defensive capabilities. Officials said the volume would grow once Turkey’s parliament ratifies the pact.
Two days earlier, the Soufan Center had written in an IntelBrief that Turkey and Pakistan had refused to invoke the same agreement. How the statements connect
Set the day’s statements in order. Putin tells Pezeshkian that Russia stands ready. Rubio says Iran has lost the strait; Naqdi says Iran holds it. Bessent says Iranian crude loadings stopped on 25 August. Qatar says its mediation is advancing. Peskov says Russia has not been approached on Yemen.
Lavrov’s March sentence and Putin’s Wednesday sentence differ by a few words. Between them lies most of the war, which Arab News now calls a stalemate. In the reporting on Rubio’s and Bessent’s remarks, Russia does not appear. Qatar’s statement names the US and Iran as the parties to the mediation.
Peskov’s answer on Yemen draws a line around the offer. Russia says it will help on the US-Iran file and that it has not been asked on the Houthi file. Turkey, which the Soufan Center said had declined to invoke the pact on 5 October, is by Wednesday sending equipment, intelligence and drone operators, according to the officials quoted.
What to watch
Watch for any US official answering the Russian offer; Rubio and Bessent spoke the same day, and the coverage of their remarks does not mention it. Watch whether Washington or Tehran confirms the channel Qatar describes. Watch Turkey’s parliament: officials said ratification of the Mecca pact would increase Ankara’s support.
